Officials Making a Statement?

According to USA Today coaches have not been winning coaches challeges like they used to. Coaches have been more hesitant to throw the red flag. Their success rate has dropped dramatically. Have officials joined hands to put a stop to their continuous taunting by the fans and are they trying to build their credibility on the field?
